Toby Forsberg

Toby Forsberg, Director for Helping Hands Home Care and resident of Portland, Oregon. He holds a B.A. in Business and has served as a board member for Clackamas Fire District #1, City of Gladstone Budget Committee, Clackamas County Economic Development Commission, Oregon City Metro Enhancement Committee and former President of the Board for the Oregon City Chamber of Commerce. He also served on the Clackamas County Aging Services Advisory Council, Exceed Enterprises Board of Directors and also served as co-chair for the In-Home Care division of the Oregon Health Care Association.

Joyce Welsh has worked in the in-home care industry since moving to Portland from Arizona in 2011. Joyce has an extensive background in customer service and is especially passionate about advocating for seniors and those with disabilities. Joyce lives in SE Portland with her family and enjoys art, hiking, gardening, and volunteering. Joyce’s job includes ensuring we are compliant with state regulations, supervising employees, and ensuring quality of care for our clients.

Iris Balan has over 8 years experience in Care Coordination and ensuring clients and caregivers needs are met. Iris is multi-lingual and lives in Gresham with her husband and three boys. Her role is essential in scheduling and matching caregivers to clients and making sure our clients are provided with the best fitting caregiver in terms of personality and skill level.

Phillip Lacy began working with Helping Hands Home Care in the Portland area as a caregiver in 2015. He is a California native who transplanted to Oregon recently. His level of commitment and professionalism led Helping Hands to seek his help in the office supporting on-going daily operations for a short-tem period. However, Helping Hands found his excellent work ethic to benefit the organization so much, that full-time, long-term work was extended. We are now proud to have Mr. Lacy work at HQ supporting our commitment to deliver world-class care to seniors and people with disabilities. Phillip is engaged to his girlfriend and enjoys rock collecting.

Her ongoing joy of learning keeps her up on industry trends and delving into many passions. Additionally, Janet’s love of community, family, friends, and travel drive her to enjoy life and live it to the fullest.

Originally from Wisconsin, Cheryl began her healthcare career as a Certified Medical Assistant working in all facets of clinic care from pediatrics to Neurology and eventually going back to a college for Gerontology and Registered Nursing, where she was on the Dean’s list and also a student advisor. Cheryl is interested in all aspects of healthcare and assisting people in living long, full lives.

In her off time she enjoys reading, playing and coaching her 3 children in sports and spending time with friends and family.
